Constitution:Emergency (3-15-07)

The Emergency Constitution of ADSIC was never officially created, but is utilized by ADSIC until an official one is approved and ratified. The EC of 3-15-07 serves several chief purposes:

• Establish the functions of the President of ADSIC and the Lieutenant President of ADSIC

• Establishes the modus operandi of ADSIC

• Establishes the order of ADSIC.

• Establishes the process of the admission of scores.

• Establishes the process of the Constitutional Convention that will form the first official constitution.

Date of Expiry

The Emergency Constitution of ADSIC, established on March 15, 2007, shall expire either on August 1, 2007, or when the official constitution takes effect, whichever comes first. If the official constitution has not been established, extensions may be made with care not to continue beyond May 2008.

Functions of the President of ADSIC

The Powers of the Presidency include, but are not limited to:

1. Full editing power of the shell software portion (but not "hardware" unless the power was already attained). Currently, David Gilman is the only person with full hardware editing power.

2. Full reasonable control of the site

3. Ability to protect, move and delete files provided there is a justifiable reason, however, under some circumstances, the president may need not give a reason

4. Resign or Retire whenever the occasion presents itself

5. Call for dissolution of ADSIC and force elections

6. Ability to eject any member with reasonable cause (except in emergency, the president need not give a reason why, but may have to explain themself)

7. Ability to ban (infinitely) any member with reasonable cause (except in emergency, the president need not give a reason why, but must justify themself AFTER the emergency has past)

8. Ability to veto any measure or item of concern

During the enforcement of the EC of ADSIC on 3-15-07, the President may have expanded authority during this time to facilitate the construction of a constitution, and may expand his powers reasonably during this time of transition.

Functions of the Lieutenant Presidents of ADSIC

1. Full editing power of the shell software portion (but not "hardware" unless the power was already attained). Currently, David Gilman is the only person with full hardware editing power.

2. Full reasonable control of the site

3. Ability to protect, move and delete files provided there is a justifiable reason, however, under some circumstances, the lieutenant president may need not give a reason

4. Resign or Retire whenever the occasion presents itself

5. Ability to eject any member with reasonable cause (and must explain the reasoning as soon as possible, the President has arbitrary power to determine when reasoning is due)

7. Ability to ban (infinitely) any member with reasonable cause (and must explain the reasoning as soon as possible, the President has arbitrary power to determine when reasoning is due)

8. Step into the President's shoes during his absence from power temporarily, should one be declared. Refusal to step down to the previous position once the President returns could be considered grounds for impeachment.

Process of Score Admissal

• NOTE (Gil) (this will change with the software, from what I read from documentation future versions of mediawiki will allow custom workflows which will take care of the current flagged diff system i tried to set up and never got to work)

Any member may submit scores to ADSIC, either by following the established rules of inputing scores, or sending the scoresheets to ADSIC.

At any time, the President or Lieutenant Presidents may audit any of the score charts by either:

1) Contacting the State Director of the respective state

2) Asking for copy of the score chart used

If option two is selected by the administration of ADSIC, one can either photocopy the scores, provide a link to the scores, or provide a reasonably clear scanned image.

• NOTE: Audits are incredibly rare, and to date, no scores have been audited.

Constitution Convention Rules

• ADSIC will convene a constitutional convention sometime between May and August 2007.

• The convention may be no less than ten members and no more than thirty.

• Each of the five major states in USAD (California, Texas, Wisconsin, Arizona, and Illinois) are guaranteed at least one seat of representation on the convention board. The states may "provide" more so desired.

• The other 25 seats are considered "at large"

• The current administration may participate in the convention.

• The process of the approval of the constitution is as follows:

• • 1: A draft is formed by an author (namely Gil, Adam, or Kort)
  • 2: Once the draft is finalized, a PROTECTED copy shall be put up for review and discussion/critique. This allows the authors to make the changes, but allows and facilitates discussion.
  • 3: A delegate (or member, if allowed by the administration) may propose changes.
  • 4: At any time, a delegate may vote in favor. There will be a page specifically for this purpose, and to do so, one must simply say approve or agree, and sign their name with four tildes (~~~~) on the discussion page to produce the username and time. This constitutions your signature.
  • 5: An approval is final unless a major change is made. This would initate new page with the next draft number (the second draft is Draft2) Then, a delegate may uphold approval, or retract. If changes are minor (small rule change, grammatical correction, re-wording), an approval will still stand, and cannot be retracted.
  • 6: There is no "NO" vote. The status are APPROVED (in complete accordance, and has technically signed the document should the draft pass), ABSTAIN (a voluntary decision not to decide until later) or UNKNOWN, (no vote has been posted). This is an ongoing process, and will take time.
  • 7: Depending on the final number of delegates, 2/3rds (or close equivelent) + 1 member voting approved will constitute the approval of the constitution to be signed by the administration. If there are 30 delegates, 21 will be the vote required. If ten delegates, seven are required.
  • 8: All action takes place here at ADSIC. If you do not know how to edit, you can always send an email to Kort (or Gil and Adam), who will act as proxy with your decision.
